MINUTES of the Parish Council meeting held on Tuesday, 21st July 2009, 7.30pm
In Kislingbury Village Hall


PRESENT: Mrs. P. Cook, Chairman Mrs. E. Middleton, Vice-Chairman

Due to the absence of the Clerk who is on holiday, Mrs. E. Middleton, the Vice-Chairman took the Minutes of the July meeting. Clerk returns on 16/7/09

MINUTES OF PREVIOUS MEETING:

These had been previously circulated, were proposed, seconded and signed by the Chairman as a true record

MATTERS FOR REPORT – Arising from the Minutes:

Trees:
a) Village Tree Warden has made further inspection of trees & has reported to the Chairman
b) Contact has been made with Ian Lorman, arboricultural officer at SNC who will be meeting a number of Parish Councillors & the tree Warden to discuss village trees on Wednesday 15th July at 6.30pm. Meeting cancelled due to illness of I. Lorman. New meeting to be arranged.
c) Ash tree on the Green: Mr. Stanley is concerned that it will interfere with the telephone wires. Tree Warden has looked at the tree & spoken to Mrs. Stanley. At present no problems, but will monitor the situation. Clerk to write to Mr. Stanley explaining the situation.
d) Trees at junction of Starmers Lane & Church Lane. Maple needs to be felled. Rowan needs light pruning. Second Maple needs dead wood removed & re-balancing. Clerk to ask S. Hodge for a quote to undertake the work when attending to the tree on the triangular Green.
e) Nene Way: Pear tree appears dead – should be removed. Another tree has large amount of die-back & needs attention. Clerk to write to South Northants Homes & ask for a site meeting in late September. To contact the Chairman.
f) 1 tree on border of Hopewell land needs monitoring
Tree on triangular green:
• Quotations to fell & replant:
a) Seb Hodge: To fell & remove all risings @ £60.00 + VAT, to grind out remaining stump @ £35.00 + VAT, to replant a tree: Sweet Chestnut @ £60 + VAT, Beech @ £46 + VAT, Maple @ £105 + VAT. It was resolved to accept this quotation. Clerk to write to S. Hodge.

b) Ben Emery: To fell & remove all risings @ £170.00, to grind out stump @ £100.00, to replant a tree supplied by the Parish Council @ £35.00 - not VAT registered. Clerk to write.
c) Members majority choice of replacement tree: Maple / Acer. M. Green no in agreement.
• Sainsbury’s Warehouse screening: Nothing to report at time of meeting
• Highway matters:
a) Rothersthorpe Road junction remedial work: Clerk to obtain quotes from D. Crossley & Barnett Landscapes to reseed this area. Also to quote for cutting down the nettles in the spinney twice a year – April & September.
b) Mark Gatland has advised:
(i) The repairs to the spinney wall should start in August
(ii) The new “Parish Enhancement Team” will undertake to clean the road signs,
Remove old road signs, reorganise badly placed signs & fit kerbstones etc.
c) White lines have been re-painted
• KW15 – gate latch:
a) Latch now installed & is working well.
• Church Water Fund:
It was resolved to give the Church a donation of £500.00 towards the water fund. Proposed by G. Clarke, seconded by G. Seal and agreed by all.
• Kislingbury News:
Mr. David Lawrence has been appointed the new compiler
• Allotments:
a) Clerk received a ‘phone call from Mrs. Maclaughlan who is hoping to purchase a house in Beech Lane & asked for her name to be added to the Allotment waiting list.
b) Progress to be made on transfer of land to the Parish Council. A meeting to discuss progress has been arranged for the 3rd August.
c) Parish Council to consult & engage services of a solicitor – Homes & Communities Agency . To foot the bill.
d) Installation of water pipe still not submitted to Anglian Water as landowners through which the pipe runs are not known.
e) Gate at entrance to the allotments is now lockable. Additional keys to be purchased once number of plots is known.
f) Lower half of gate is now rabbit proofed
g) A shallow ditch has been created along the North & East boundaries as further measures to prevent water encroaching onto the growing area.
h) Request made for further works to be undertaken
• Affordable Housing:
a) Negotiations with land owners still on going
b) SNC strategic housing officers have been speaking to the land agent of Mr. Hopewell, regarding the land at Beech Lane. SNC has explained that planners are “lukewarm” at best about this site. The Agent is keen to make contact with the Parish Council. The Council does not want to make contact – Clerk to inform Agent, Mr. Anderson.
• Footpaths:
P. Beeston (Footpath Warden), P. Cook & G. Seal to meet with R. Hall to discuss matters including the Camp Lane gate

POLICE & NEIGHBOURHOOD WATCH:

• A car was stolen from Mill Road & found in Northampton
• Scrap metal has been stolen in the area
• There has been a number of burglaries in the area

• 9/7/09 bike stolen from property in Mill Road
• There is the possibility of large NHW signs being made available to stick on wheelie bins. This is regarded as a potential deterrent to criminals.
• A young boy was approached by a man in a car outside Campion School on 14/7/09. He was told his mother had sent him, which was untrue. Local schools have issued warnings to pupils.
Police:
• Mobile surgery, village hall car park, 16/7/09, 4 to7pm

COUNTY & DISTRICT COUNCILLORS:

NCC Cllr. Joan Kirkbride:
• The period for consultation on the JPU Emergent Core Strategy has been altered to 28/7/09 to 8/9/09. This includes plans for an industrial site at M1 junction 16 which would be on both sides of the A45. Cllr. Kirkbride stated this was a disturbing document which must be opposed vigorously. A Joint Planning meeting will be held on 28/9/09.
• The Northern Sandy Lane relief road now has funding & work will begin shortly. There are no plans as yet for the middle section.
SNC Cllr. Janet Eliot:
• There are plans to build 18,000 houses along the A428 from Brafield on the Green to the Northampton Borough boundary. It is understood that a £20,000.00 roof tax will be imposed to support infrastructure.

PARISHIONERS VOICE – The meeting is closed for this item:

• Mr. D. Bonniface addressed the meeting regarding the trees which had been removed from land bordering the rear of his property
• Mr. J. Furniss thanked G. Seal for getting the deliveries to the Cromwell removed to the front of the building.

17. Mike Jackson: Has asked Chris Massingham to mow the area. Concern as this will involve payment which the Council has not sanctioned. After a discussion, it was resolved that should an invoice be presented it would be sanctioned
18. R. Dickson: Overhanging foliage was cut back once flowering ceased. “Spring from Cellar” This is not a spring. There is a pump in the cellar to facilitate the movement of a water course which passes through the cellar. Clerk to write to M. Gatland for advice regarding the water flowing onto the public footpath.

20. Village Hall: Website now on line. Query if the Parish Council would like details posted. Clerk to decline.
21. Roger Kingston: Information regarding the JPU Joint Core Strategy.

2. Mr. & Mrs. Prince: Information regarding the outcome of enquiries made regarding the safety issues of the new public light.
3. NCC – Jay Shah: Request for a zebra crossing in Bugbrooke Road. To note: original request sent to Helen Howard who referred the matter on to Mr. Shah, who is looking into the possibility of installing a crossing under the “safer routes to school” programme, and would like to arrange a site meeting sometime in July.

Emerging Joint Core Strategy:
a) Full consultation document for comments as from 28/8/09 for 6 weeks.
b) Abridged version given to Chairman.
c) East of England Regional Assembly Planning Review – CD in circulation folder. Consultation Document.
Site meeting: A site meeting has been arranged by SNC on 28th July 2009 to view the plans for
a dwelling on land adjoining the Granary
Affordable Housing: Mr. Hopewell has offered land & his agent has requested a visit to the Parish
Council. SNC have already spoken with him and it is noted that SNC planners are at best
lukewarm about the site.

REPORTS – from Parish Councillors & Parish Wardens:

G. Clarke: * JPU Joint Core Strategy – approach to be clarified. It was agreed that the
following Members would form a working Group: L. Kingston, M. Green,
G. Seal, G. James, G. Clarke & Mr. Clarke who has already done a great
deal of work on the Emergent Plan.
M. Bates: * Concern that the vehicles parking on the Green top of the High Street are
causing the tarmac to break up. P. Cook to establish the ownership of the
vehicles.
NB: Clerk to obtain quotes for tarmacing part of the area.
